Restorative Justice

Providing members of the community with access to community justice services, which include the provision of rehabilitation programs for both adult and juvenile offenders that places greater emphasis on rep
aration with the victim and allow the offender an opportunity to re-enter society as a responsible and productive citizen. This is based on the premise that incarceration does not always effectively rehabilitate offenders and that, alternatives to incarceration and/or community-based sentencing options are generally more cost effective, and in line with restorative justice approaches.

The main functions of the branch are in providing appropriate supervision of offenders placed on non-custodial sentences by the courts and the Parole Board throughout the country. The Juvenile Courts Act and the roll out of reforms in this area are also administered here. The core functions of the branch are:

  •  Assessment of offenders'/prisoners' suitability for community-based correction programs through the production of pre-sentence reports (PSRs) and pre-parole reports (PPRs);
  • Supervision of offenders'/prisoners' placed on community work orders, probations and parole;
  • Secretariat to the Parole Board and the National Juvenile Justice Committee (including the Provincial Juvenile Justice Working Groups);
  •  Training of Volunteers for supervision of community-based orders and Volunteer Juvenile Court Officers;
  • Judicial and community awareness of community-based sentencing options;
  • Support implementation and awareness of juvenile justice reforms; and
  •  Embrace cross-cutting issues in all activities with a focus on the protection of the rights of children, women and victims.
